Hyderabad(Sep, 22) :Â The 4th Oration on the Birth Centenary of Prof. S. Venugopal Rao was marked by a captivating speech delivered by Anjani Kumar, IPS, Director General of Police, Telangana State. The event, which took place at ASCI in Hyderabad, was graced by the presence of esteemed participants, including K. Padmanabaiah, Chairman of the Forum for Good Governance, Rajini Kanth Suret, Member of Prof. S. Venugopal Rao Memorial Charitable Trust, Gareth, British Deputy High Commissioner for TS & AP, Kamal Kumar, IPS (Retd.), M.M. Bhagawat, IPS, Santosh Mehra, IPS (Retd.), Mr. Murali Krishna, IPS (Retd.), and other distinguished guests. This significant gathering was organized by the Prof. S. Venugopal Rao Memorial Charitable Trust.
The central theme of the oration, “Policing in the Changing Society: Challenges at Various Levels,” set the stage for an insightful discussion. K. Padmanabaiah commenced the event by commending Anjani Kumar’s exemplary tenure as Hyderabad’s Police Commissioner, hailing his work as of the highest order. He also proudly recognized the Telangana Police as one of the country’s finest police forces and expressed his delight in having Anjani Kumar as the guest speaker.
Anjani Kumar initiated his address by drawing parallels between Prof. S. Venugopal Rao and K. Padmanabaiah, likening them to thirthankars of the bureaucracy, praising their extensive experience and unwavering commitment to guiding society through its challenges. Reflecting on his own journey, he shared his experiences as an ASP during his training, highlighting the significant changes and progress he has witnessed in law enforcement from his initial days in service to the present. He emphasized the pivotal role played by senior officers in shaping the success of their department, underscoring the importance of collaboration.
Anjani Kumar delved into the challenges posed by rapidly changing environments across various sectors and organizations, illustrating this with the example of mankind’s rapid progress in space exploration. Transitioning to law enforcement, he shared insights from his postings in regions heavily affected by left-wing extremism/naxalism, highlighting the evolving nature of crime, from petty theft and quarrels to more complex crimes driven by trades and exchanges, often involving collaborations and conspiracies.
He discussed the evolution of policing, from traditional cycle patrols to modern cyber patrols, and explored the complexities of jurisdiction defined by the Indian Penal Code. He noted the unique challenges arising from the borderless nature of cybercrimes and the need for preparedness within policing systems and the entire criminal justice system. Sri Anjani Kumar also addressed issues related to separate identities and regional animosities, incidents of terrorism, coastal security, infrastructure vulnerabilities, cyber threats, and human trafficking
