Telangana Cabinet Clears Hate Speech Bill, Gig Workers Welfare Act

Hyderabad: Telangana Cabinet has cleared a series of key legislations aimed at strengthening social justice, worker welfare, and communal harmony in the state. Among the major decisions, the Cabinet approved the Telangana Hate Speech and Hate Crime Prevention Bill, 2026, which seeks to curb hate speech, inflammatory posts, and actions that could disturb communal peace or incite violence. In a significant move for the workforce, it also gave nod to the Telangana Platform-Based Gig Workers (Registration, Social Security and Welfare) Act, 2026, covering nearly 4.2 lakh gig workers, ensuring mandatory registration, creation of a welfare board and fund, and legal recognition with social security benefits aligned with the Central Social Security Code.

The Cabinet further approved a report by an expert panel led by Justice Sudarshan Reddy, based on a 50-day statewide survey focusing on social justice and empowerment, which will now be reviewed by a Cabinet Sub-Committee. Additionally, a sub-committee headed by Deputy Chief Minister Mallu Bhatti Vikramarka will frame rules for the proposed Rohith Vemula Act to prevent caste discrimination in educational institutions.

The Cabinet also cleared a bill to support elderly parents, under which 15% of salary or ₹10,000 (whichever is lower) will be deducted from public representatives or employees who fail to take care of their parents, with the amount directly transferred to them.
